Transfer of registration not allowed without emissions certificate,when--exceptions.

643.345. In the year in which an emissions inspection isrequired under section 643.315, a certificate of registration fora motor vehicle shall not be transferred, renewed or issuedunless the application for the transfer, renewal or issuance isaccompanied by a current emissions inspection certificate issuednot more than sixty days prior to the date of application, exceptthat the director of revenue shall renew a vehicle's certificateof registration without a current emissions inspectioncertificate accompanying the application if satisfactorydocumentary evidence is presented at the time of application thatthe registration being renewed was properly transferred within asix-month period prior to the expiration of the registration.
