Effluent regulations to be promulgated.

644.041. As promptly as possible the commission shall adoptand promulgate reasonable effluent, pretreatment and toxicmaterial control regulations which require the use of effectivetreatment facilities, or other methods to prevent watercontamination, for each and every significant source, potentialsource, and classification of sources of water contaminants, orto limit or prevent introduction of water contaminants intopublicly owned treatment works or facilities as required underany federal water pollution control act, throughout the state andthereafter may modify such regulations from time to time.
