Commissioners authorized to borrow $20,000,000 for control of waterpollution.

644.500. For the purpose of providing funds for use in thisstate for the protection of the environment through the controlof water pollution, as authorized by section 37(b) of article IIIof the Constitution of the State of Missouri, the board of fundcommissioners of the state of Missouri is hereby empowered toborrow, on the credit of the state, the sum of twenty milliondollars in the manner provided in sections 644.500 to 644.560.The bonds shall be issued by the state board of fundcommissioners from time to time and in such amounts as may benecessary to carry on a program by the clean water commission ofthe state as determined by the general assembly for the planning,financing, and constructing of sewage treatment facilities by anycounty, municipality, sewer district, or any combination of thesame.
