Commissioners may borrow additional $40,000,000 for grants and loansto storm water control plans.

644.576. In addition to those sums authorized prior to August 28,2000, the board of fund commissioners of the state of Missouri, asauthorized by section 37(h) of article III of the Constitution of the stateof Missouri, may borrow on the credit of this state the sum of fortymillion dollars in the manner described, and for the purposes set out, inchapter 640, RSMo, and in this chapter.
