Grants may be made, to whom.

660.155. The plan formulated by the department of socialservices under section 8* shall provide for one-time financialgrants, which may be money payments or vendor payments orpayments in kind, to qualified families during defined periods ofemergency need. Such grants shall be made pursuant toregulations specified in the plan, which shall be in accordancewith and approved by the United States Department of Health,Education and Welfare, and shall be known as "EmergencyAssistance Grants".
