701.059. 1. Any person or property owner who creates anuisance or imminent health hazard as defined in section 701.025on any single-family residence lot of three acres or more isguilty of an infraction.

2. For the purposes of section 516.120, RSMo, the statuteof limitations begins to run when an owner knows or should haveknown that an on-site sewage disposal system contractor hadinstalled a defective system, a system which was inappropriatefor the site or had installed a system incorrectly.
