Sell, sale,or dispense, defined.Sell, sale, or dispensemeans any transfer of title or of the right to use by lease, bailment, orany other contract, excluding (1) wholesale transactions with distributorsor dispensers and (2) distribution of hearing instruments bynonprofit service organizations at no cost to the recipient for the hearing instrument.
