81-402. Division of Safety; employees; merit system; Commissioner of Labor; provide.The Commissioner of Labor shall, in the manner provided in section 48-609, provide a merit system for the appointment, promotion, and demotion of employees of the Division of Safety of the Department of Labor. Any employee of the division on December 25, 1969, other than a probationary employee, shall be deemed to have qualified under the merit system for the position then held.
