85-311. State colleges; matriculation fee; institutional cash fund.Students, when entering any state teachers college for the first time, shall pay a matriculation fee of five dollars. The money thus received shall be paid into the hands of the State Treasurer, and shall be held and disbursed as an institutional cash fund for the college wherein the students shall matriculate.
