118B.023  Administration of chapter; action or inaction by Division, officers or employees in carrying out provisions of chapter do not create right of action.  No right of action exists in favor of any person by reason of any action or failure to act on the part of the Division or any of its officers or employees in carrying out the provisions of this chapter.
