119A.240  Representatives: Qualifications for registration. [Effective on the date of the repeal of the federal law requiring each state to establish procedures for withholding, suspending and restricting the professional, occupational and recreational licenses for child support arrearages and for noncompliance with certain processes relating to paternity or child support proceedings.]  The Administrator shall register as a representative each applicant who:

      1.  Submits proof satisfactory to the Division that the applicant has a reputation for honesty, trustworthiness and competence;

      2.  Applies for registration in the manner provided by the Division; and

      3.  Pays the fees provided for in this chapter.
