271.025  Decision of governing body prima facie evidence of correctness.  Except for an action or decision made conclusive by a provision of this chapter, the action and decision of a municipality’s governing body as to all matters passed upon by it in relation to any action, matter or thing provided in this chapter is, in the absence of fraud, prima facie evidence of its correctness.
