278.587  Duty of city or county building official to notify State Board of Professional Engineers and Land Surveyors concerning submission of incomplete or rejected plans.  A city or county building official shall notify the State Board of Professional Engineers and Land Surveyors in writing if a licensed professional engineer or land surveyor:

      1.  Submits plans that are substantially incomplete; or

      2.  Submits plans for the same project that are rejected by the department at least three times.
