279.416  Declaration of state policy: Necessity of redevelopment of blighted areas.  It is found and declared that there exist in many communities blighted areas which constitute either social or economic liabilities, or both, requiring redevelopment in the interest of the health, safety and general welfare of the people of those communities and of the State.
