354.598813  Limitations on fees applicable to public utilities: “Delinquent amount” defined.  “Delinquent amount” means any portion of a fee collected from a customer by a public utility that is not paid to the city or county by the public utility within 30 days after the last day of the quarter in which the fee is due.
