445A.010  State and political subdivisions to comply with laws, regulations and ordinances governing alteration of condition of land or vegetation.  In performing any work which alters the material condition of land or vegetation, the State, its agencies and all political subdivisions in this State shall comply with all the state laws or regulations and local ordinances which are applicable to private persons performing the same type of work.
