450B.820  Local requirements for franchise or permit are not superseded.  The issuance of a permit does not authorize any person, firm, corporation or association to provide ambulance services or to operate an ambulance without a franchise or permit in any county or incorporated city which has enacted an ordinance making it unlawful to do so.
