488.1815  Failure to endorse or deliver certificate to transferee unlawful.  It is unlawful for any person to fail or neglect to deliver the certificate of number and, when having possession, to properly endorse, date and deliver the certificate of ownership to a transferee who is lawfully entitled to a transfer of ownership.
