532.140  Reports.  The State Engineer shall prepare and deliver to the Director of the State Department of Conservation and Natural Resources at such times as may be required by the Director, a full report of the work of the Office of the State Engineer, including a detailed statement of the expenditures thereof, with such recommendations as the State Engineer may deem advisable.
