539.430  Submission of proposed improvement, estimated cost and methods of financing to Department of Taxation.  The proposed local improvement, accompanied by the estimated cost thereof, a report of the district engineer, and the proposed method of financing the improvement, shall be submitted by the board of directors of the district to the Department of Taxation for its approval.
