He shall keep a docket of all cases and matters in the probate court of which he is register, and an index thereto. He shall enter in the docket every case or matter by its appropriate title and number, with short memoranda of all proceedings had and papers filed therein, the dates when the proceedings were had and papers filed, and a reference to the places where proceedings and papers are recorded. The docket and index shall at all reasonable times be open to public inspection.
