The commissioner is authorized to make payments under this section from appropriations for the care of children in foster homes, to seek and accept funds from other sources including federal, private and other public funding sources and to require the county which would be legally chargeable for the support of the adoptive child, if said child was the charge of the county, to make payments to carry out the purposes of this chapter. The amount expended by any county for any subsidy shall not exceed the amount which would be paid by the county before said child was adopted. Payments due for the care of children in foster homes shall commence within 60 days of the child's placement in the foster home and shall be made every 30 days thereafter. In no event shall any county be liable for a subsidy under this chapter if it is not legally responsible for said child's foster care.
