The operation and facilities of all licensees and producer permit holders located within the state shall be inspected at least twice each year. The operation and facilities of all out-of-state licensees as well as all milk producers located outside the state furnishing milk to said out-of-state licensees shall be inspected at least twice each year by one or more individual out-of-state milk inspectors who are qualified and approved in writing by the commissioner to conduct such inspections.
