               	 		13:18A-20.  Judicial review    Any person aggrieved by any decision rendered by the commission pursuant to  subsection c. of section 9 and sections 13 and 14 of this act may obtain judicial review thereof by the filing of a petition in the Appellate Division of the Superior Court of New Jersey within 45 days after the issuance of such decision.  The court shall have the power to grant such relief as it deems just  and proper, and to make and enter an order enforcing, modifying and enforcing  as so modified, remanding for further specific evidence or findings, or setting  aside in whole or in part, such decision of the commission.  The findings of  fact on which such decision is based shall be conclusive if supported by  substantial evidence on the record considered as a whole.
