18A:73-35i  Rules, regulations.11.The State Librarian may, with the approval of the President, promulgate pursuant to the  "Administrative Procedure Act," P.L.1968, c. 410 (C.52:14B-1 et seq.), such rules and regulations as the State Librarian deems necessary to effectuate the purposes of this act.
