33:4-1.  Commission created;  purpose and powers    The Commissioner of Alcoholic Beverage Control, the Commissioner of Institutions and Agencies, the Commissioner of Education and the Director of Health, are hereby constituted a commission, to be known as the Commission on Alcoholism and Promotion of Temperance, and empowered to prepare and administer  a program for the rehabilitation of alcoholics and the promotion and  furtherance of temperance and temperance education in this State;  to utilize  such facilities in this State, including equipment, and professional and other  personnel, as may be made available for said purposes;  and to expend such sums  for said purposes as may, from time to time, be appropriated therefor by the  Legislature.
