4:7-16.  Plants infested with insects likely to spread, as nuisance    All growers of or dealers in plants of any kind, upon their own or upon leased lands or premises, shall free and keep freed all plants, shrubs, trees, vines, cuttings, cions, buds, stocks or other plant parts grown, cultivated or dealt in by them, from all injurious insects that might spread from the plants infested to others on the public highways or upon lands adjoining or belonging to others.

    All plants, shrubs, trees or parts of such so infested, are hereby declared  to be a nuisance, to be abated as prescribed in sections 4:7-17 to 4:7-35 of  this title, and their maintenance after notice given as set forth in section  4:7-17 of this title shall render the grower or dealer liable to the penalty  prescribed in section 4:7-18 of this title.
