52:9V-4.  Employees;  expenses
    The commission may employ such professional, stenographic, or clerical assistants, and may incur such traveling and other miscellaneous expenses, as it deems necessary in order to perform its duties and as may be within the limits of funds appropriated or otherwise made available to it for those purposes.
