§ 59. Powers of the department concerning oleomargarine. The department through the commissioner shall have power and it shall be its duty to: 1. Investigate, inspect and supervise the sale and exposure for sale of oleomargarine for home consumption. 2. Investigate, inspect and supervise the sale and serving in public eating places of oleomargarine. 3. Make and enforce reasonable rules and regulations implementing the provisions of this chapter relating to the manufacture, production and sale of oleomargarine. Nothing contained in this section shall be deemed or construed to limit in any way the effect of any other provision of this chapter conferring a power or imposing a duty upon the department or the commissioner.
