               	 		* § 17-1723. Reports of proprietors of industrial establishments.    1.  The  report  of  the  proprietor  of every shop, factory, mill and  industrial establishment in the state, from which refuse or waste matter  was being discharged into any of the waters of the state on May 7, 1903,  filed in the office of the commissioner shall constitute the evidence of  exemption of the shop, factory, mill or  industrial  establishment  from  the prohibition of section 17-1701.    2.
