5-0111 - Executive secretary; jurisdiction; powers and duties.

§ 5-0111. Executive secretary; jurisdiction; powers and duties. The chairman shall, with the approval of the board, appoint an executive secretary. The executive secretary shall: 1. Act as the administrative agent of the board; 2. Between meetings of the board, perform in the name of the board such functions and duties and have such authority as the board may delegate to him by formal resolution, except that the board may not delegate authority to approve environmental quality standards submitted; 3. Keep a record of all meetings of the board; and 4. Carry out such instructions and perform such other tasks as the board may direct.
