§ 1939-e. Employees of the authority. 1. The authority shall hire its employees independently of the city. The authority will negotiate with unions independently of the city, however, any union contract shall be subject to ratification by the common council by majority vote. Salaries of non-union employees will be set by the authority within the budget restrictions set by the common council. Discipline and dismissal of employees shall be a responsibility of the authority not the city. 2. Along with its proposed budget, a schedule setting forth the titles, job descriptions and compensation for all employment positions for the next fiscal year shall accompany the budget. There shall be no additional, permanent salaried positions created by the authority during any fiscal year without prior common council approval.
