§ 97-ff. Youth centers facility fund. 1. There is hereby established in the joint custody of the state comptroller and the commissioner of taxation and finance a fund to be known as the "youth centers facility fund". Such fund shall consist of proceeds from the issuance of bonds and notes by the urban development corporation authorized pursuant to section five of the chapter of the laws of nineteen hundred ninety which enacted this section and all other moneys appropriated, credited or transferred thereto from any other fund or source pursuant to law including any advance appropriation made thereto by a chapter of the laws of nineteen hundred ninety. 2. Moneys within the youth centers facility fund shall be held for the benefit of the youth centers facility fund and shall not be commingled with any moneys held within any other account or fund for the benefit of the division for youth or other purposes for which such moneys may be disbursed by law. 3. Amounts paid into the youth centers facility fund shall be made available to the division for youth pursuant to an annual appropriation or appropriations to enable the division to make grants or awards pursuant to title three-A of article nineteen-G of the executive law.
