§ 115C‑105.45.  Legislative findings.

The General Assembly finds that all schools should be safe, secure, andorderly. If students are to aim for academic excellence, it is imperative thatthere is a climate of respect in every school and that every school is free ofdisruption, drugs, violence, and weapons. All schools must have plans,policies, and procedures for dealing with disorderly and disruptive behavior.

All schools and school units must have effective measures for assistingstudents who are at risk of academic failure or of engaging in disruptive anddisorderly behavior. (1997‑443, s. 8.29(r)(1).)
