§125‑11.13. Alkaline paper required for government publications.
(a) State publicationsthat are of historical or enduring value and importance to the citizens ofNorth Carolina shall be printed on alkaline (acid‑free) paper. Thesepublications shall be designated on an annual basis by the State Librarian andthe University Librarian at the University of North Carolina at Chapel Hill andshall include publications of an historical, biographical, legal, orstatistical nature relating to the State of North Carolina, past, present, orfuture. These publications shall identify thereon, adjacent to the name of theagency responsible for publication, a statement that the publication is printedon permanent paper.
(b) By November 1 ofeach year, the State Librarian and the University Librarian at the Universityof North Carolina at Chapel Hill shall designate the titles for publication onalkaline paper and shall notify each State agency that is responsible for thepublication of a designated title. An agency so notified shall begin printingthe designated title on alkaline paper within one year after receipt of thenotification or at the awarding of the contract for the publication, whicheverevent occurs first. The Coordinator of the North Carolina State PublicationsClearinghouse shall monitor compliance with this requirement and shall transmita copy of the compliance report to the State Librarian and to the UniversityLibrarian at the University of North Carolina at Chapel Hill by October 1 ofeach year.
(c) The State Librarianand the University Librarian at the University of North Carolina at Chapel Hillshall report by November 1 of each year to the Joint Legislative Commission onGovernmental Operations regarding the titles designated for printing on alkalinepaper and shall include in the report the compliance report received from theCoordinator of the North Carolina State Publications Clearinghouse.
