§ 130A‑131.2.  Councilrole.

The Council shall advise theDepartment and the Commission for Public Health on the needs of persons withsickle cell syndrome, and shall make recommendations to meet these needs. Suchrecommendations shall include but not be limited to recommendations forlegislative action and for rules regarding the services of the Sickle CellProgram. The Council shall develop procedures to facilitate its operation. Allclerical and other services required by the Council shall be furnished by theDepartment without budget limitations.
