§136‑140.  Availability of federal aid funds.

The Department ofTransportation shall not be required to expend any funds for the regulation ofoutdoor advertising under this Article, nor shall the provisions of thisArticle, with the exception of G.S. 136‑138 hereof, have any force andeffect until federal funds are made available to the State for the purpose ofcarrying out the provisions of this Article, and the Department ofTransportation has entered into an agreement with the United States Secretary ofTransportation as authorized by G.S. 136‑138 hereof and as provided bythe Highway Beautification Act of 1965 or subsequent amendment thereto.
