§ 143‑114. Diversion of appropriations to State institutions.
It shall be unlawful for the board of trustees, board of directors, orother body controlling any State institution, to divert, use, or expend anymoneys appropriated for the use of said institutions for its permanentimprovement and enlargement to the payment of any of the current expenses ofsaid institution or for the payment of the cost of the maintenance thereof; itshall likewise be unlawful for any board of trustees, board of directors, orother controlling body of any State institution to which money is appropriatedfor its maintenance by the State to divert, use or expend any money soappropriated for maintenance, for the permanent enlargement or permanentequipment, or the purchase of land for said institution.
