§ 143‑215.74B. Committee established.

Detailed plans for implementing the program shall be reviewed andsuggested changes and reasons therefor shall be given by a committee consistingof the Master of the North Carolina State Grange, President of the NorthCarolina Farm Bureau Federation, the North Carolina Commissioner ofAgriculture, the Dean of the School of Agriculture and Life Sciences at NorthCarolina State University, the Dean of the School of Agriculture at NorthCarolina Agricultural and Technical State University, the Chairman of the StateSoil and Water Conservation Commission, the President of the North CarolinaAssociation of Soil and Water Conservation Districts, the Executive Director ofthe Wildlife Resources Commission or a designee, and the Director of theDivision of Marine Fisheries or a designee.  The committee shall review theprogram prior to expenditure of any funds for the program.  Certificationdocumenting the committee's review of the program shall be made in writing tothe Speaker of the House of Representatives, the President of the Senate, theChairmen of the Appropriations Committees of the Senate and the House ofRepresentatives, the Director of the Fiscal Research Division of theLegislative Services Office, and the Legislative Library.
