§ 143B‑415.  Governor's Advocacy Council onChildren and Youth – members; selection; quorum; compensation.

(a)        The Governor's Advocacy Council on Children and Youth shallconsist of 19 members. The composition of the Council shall be as follows: twomembers appointed by the President Pro Tempore of the Senate from themembership of the Senate; two members selected by the Speaker of the House ofRepresentatives from the membership of the House of Representatives; 15 membersappointed by the Governor.

Of the members appointed by the Governor, at least one shall come fromeach congressional district in accordance with G.S. 147‑12(3)b.

In selecting the 15 members of the Council, the Governor shall select11 public‑spirited adult citizens who have an interest in and knowledgeof children and youth, persons who work with children or representatives oforganizations concerned with problems of children and youth. The remaining fourmembers to be appointed by the Governor shall consist of two youths of each sexwho are 18 years of age or under at the time of their appointments.

(b)        The initial members of the Council shall be the members ofthe former Governor's Advocacy Council on Children and Youth of the Departmentof Health and Human Services whose terms shall expire on the date they wouldhave, had said Council of the Department of Health and Human Services not beentransferred. At the end of the respective terms of office of the initialmembers of the Council, the appointment of all members shall be as provided in thissection and for terms of four years and until their successors are appointedand qualify. Any appointment to fill a vacancy on the Council created by theresignation, death, dismissal, or disability of a member shall be for thebalance of the unexpired term.

(c)        The Governor may remove any member of the Council appointedby the Governor.

The Governor shall designate from the membership of the Council achairman and a vice‑chairman to serve at his pleasure.

The Council shall meet at least quarterly and upon the call of thechairman or upon written request of at least nine members.

The members of the Council shall receive per diem and necessary traveland subsistence expenses in accordance with the provisions of G.S. 138‑5.

A majority of the Council shall constitute a quorum for the transactionof business.

(d)        All clerical and other services required by the Councilshall be supplied by the Secretary of Administration. (1973, c. 476, s. 181; 1977, c. 872, s. 6; 1981 (Reg.
