§ 143B‑479. Governor'sCrime Commission powers and duties.
(a) The Governor'sCrime Commission shall have the following powers and duties:
(1) To serve, along withits adjunct committees, as the chief advisory board to the Governor and to theSecretary of the Department of Crime Control and Public Safety on matterspertaining to the criminal justice system.
(2) To recommend acomprehensive statewide plan for the improvement of criminal justice throughoutthe State which is consistent with and serves to foster the followingestablished goals of the criminal justice system:
a. To reduce crime,
b. To protectindividual rights,
c. To achieve justice,
d. To increaseefficiency in the criminal justice system,
e. To promote publicsafety,
f. To provide for theadministration of a fair and humane system which offers reasonableopportunities for adjudicated offenders to develop progressively responsiblebehavior, and
g. To increaseprofessional skills of criminal justice officers.
(3) To advise State andlocal law‑enforcement agencies in improving law enforcement and theadministration of criminal justice;
(4) To make studies andrecommendations for the improvement of law enforcement and the administrationof criminal justice;
(5) To encourage publicsupport and respect for the criminal justice system in North Carolina;
(6) To seek ways tocontinue to make North Carolina a safe and secure State for its citizens;
(7) Repealed by SessionLaws 1981 (Regular Session, 1982), c. 1191, s. 15.
(8) To recommendobjectives and priorities for the improvement of law enforcement and criminaljustice throughout the State;
(9) To recommendrecipients of grants for use in pursuing its objectives, under such conditionsas are deemed to be necessary;
(9a) Repealed by SessionLaws 1981 (Regular Session, 1982), c. 1191, s. 15.
(10) To serve as acoordinating committee and forum for discussion of recommendations from itsadjunct committees formed pursuant to G.S. 143B‑480; and
(11) To serve as theprimary channel through which local law‑enforcement departments andcitizens can lend their advice, and state their needs, to the Department ofCrime Control and Public Safety.
(a1) The Governor's CrimeCommission shall review the level of gang activity throughout the State andassess the progress and accomplishments of the State, and of local governments,in preventing the proliferation of gangs and addressing the needs of juvenileswho have been identified as being associated with gang activity.
The Governor's CrimeCommission shall develop recommendations concerning the establishment ofpriorities and needed improvements with respect to gang prevention to theGeneral Assembly on or before March 1 of each year.
(b) All directives ofthe Governor's Crime Commission shall be administered by the Director, CrimeControl Division of the Department of Crime Control and Public Safety.
