§ 159‑5.  Secretaryand staff of the Commission.

The chairman shall appoint a secretary of the Commission, and mayappoint such other deputies and assistants as may be necessary, who shall beresponsible to the chairman through the secretary. The secretary and hisdeputies and assistants shall have and may exercise any power that the chairmanhimself may exercise. All actions taken by the secretary, including the signingof any documents and papers provided for in this Chapter, shall be effective asthough  the chairman himself had taken such action or signed such documents orpapers.
