§ 160A‑523. Preparation of general plan by local governing body.

The governing body of any municipality or county, which is nototherwise authorized to create a planning commission with power to prepare ageneral plan for the development of the community, is hereby authorized andempowered to prepare such a general plan prior to the initiation and carryingout of a redevelopment project under this Article.
