§ 20‑23.1.  Suspendingor revoking operating privilege of person not holding license.

In any case where the Divisionwould be authorized to suspend or revoke the license of a person but suchperson does not hold a license, the Division is authorized to suspend or revokethe operating privilege of such a person in like manner as it could suspend orrevoke his license if such person held a driver's license, and the provisionsof this Chapter governing suspensions, revocations, issuance of a license, anddriving after license suspended or revoked, shall apply in the discretion ofthe Division in the same manner as if the license has been suspended orrevoked.
