§ 20‑79.7. Fees forspecial registration plates and distribution of the fees.
(a) Fees. Uponrequest, the Division shall provide and issue free of charge one registrationplate to a recipient of a Legion of Valor award, a 100% disabled veteran, andan ex‑prisoner of war. All other special registration plates, includingadditional Legion of Valor, 100% Disabled Veteran, and Ex‑Prisoner of Warplates, are subject to the regular motor vehicle registration fee in G.S. 20‑87or G.S. 20‑88 plus an additional fee in the following amount:

(b) Distribution ofFees. The Special Registration Plate Account and the Collegiate and CulturalAttraction Plate Account are established within the Highway Fund. The Divisionmust credit the additional fee imposed for the special registration plateslisted in subsection (a) among the Special Registration Plate Account (SRPA),the Collegiate and Cultural Attraction Plate Account (CCAPA), the NaturalHeritage Trust Fund (NHTF), which is established under G.S. 113‑77.7, andthe Parks and Recreation Trust Fund, which is established under G.S. 113‑44.15,as follows:

(c) Use of Funds inSpecial Registration Plate Account.
(1) The Division shalldeduct the costs of special registration plates, including the costs of issuing,handling, and advertising the availability of the special plates, from theSpecial Registration Plate Account.
(2) From the fundsremaining in the Special Registration Plate Account after the deductions inaccordance with subdivision (1) of this subsection, there is annuallyappropriated from the Special Registration Plate Account the sum of one milliondollars ($1,000,000) to provide operating assistance for the Visitor Centers:
a. on U.S. Highway 17in Camden County, ($100,000);
b. on U.S. Highway 17in Brunswick County, ($100,000);
c. on U.S. Highway 441in Macon County, ($100,000);
d. in the Town ofBoone, Watauga County, ($100,000);
e. on U.S. Highway 29in Caswell County, ($100,000);
f. on U.S. Highway 70in Carteret County, ($100,000);
g. on U.S. Highway 64in Tyrrell County, ($100,000);
h. at the intersectionof U.S. Highway 701 and N.C. 904 in Columbus County, ($100,000);
i. on U.S. Highway 221in McDowell County, ($100,000); and
j. on Staton Road inTransylvania County, ($100,000).
(3) The Division shalltransfer the remaining revenue in the Special Registration Plate Accountquarterly, and funds are hereby appropriated, as follows:
a. Thirty‑threepercent (33%) to the account of the Department of Commerce to aid in financingout‑of‑state print and other media advertising under the programfor the promotion of travel and industrial development in this State.
b. Fifty percent (50%)to the Department of Transportation to be used solely for the purpose ofbeautification of highways. These funds shall be administered by the Departmentof Transportation for beautification purposes not inconsistent with goodlandscaping and engineering principles.
c. Seventeen percent(17%) to the account of the Department of Health and Human Services to promotetravel accessibility for disabled persons in this State. These funds shall beused to collect and update site information on travel attractions designated bythe Department of Commerce in its publications, to provide technical assistanceto travel attractions concerning accommodation of disabled tourists, and todevelop, print, and promote the publication ACCESS NORTH CAROLINA as providedin G.S. 168‑2. Any funds allocated for these purposes that are neitherspent nor obligated at the end of the fiscal year shall be transferred to theDepartment of Administration for removal of man‑made barriers to disabledtravelers at State‑funded travel attractions. Guidelines for the removalof man‑made barriers shall be developed in consultation with theDepartment of Health and Human Services.
