§ 76A‑1. Commissionestablished; powers generally.
In consideration of therequirement for the safe and expeditious movement of waterborne commerce on thenavigable waters of the State, it is deemed necessary to establish the CapeFear Navigation and Pilotage Commission, hereinafter referred to as theCommission. The Commission shall have the exclusive power to license andregulate a group of river pilots familiar with the waters of the Cape FearRiver and Bar to best guide vessels within those waters and to exerciseauthority over navigation in the Cape Fear and Bar and to and from the sea buoyof the port.
