§77‑31. Authority to create and dissolve commission.
The three counties may byjoint ordinance create the Lake Wylie Marine Commission. Upon its creation,the Commission has the powers, duties and responsibilities conferred upon it byjoint ordinance subject to the laws of each applicable state. The provisionsof any joint ordinance may be modified, amended, or rescinded by a subsequentjoint ordinance. A county may unilaterally withdraw from participation asrequired by any joint ordinance or the provisions of this article, once thecommission has been created. Any county may, by ordinance, unilaterallywithdraw from the commission at the end of any budget period upon ninety daysprior written notice. Upon the effectuation of the withdrawal, the Commissionis dissolved and all property of the Commission must be distributed to ordivided among the three counties and any other public agency or agenciesserving the Lake Wylie area in a manner considered equitable by the Commissionby resolution adopted prior to dissolution.
