§78D‑9.  Purpose.

This Chapter may be construedand implemented to effectuate its general purpose to protect investors, toprevent and prosecute illegal and fraudulent schemes involving commoditycontracts and to maximize coordination with federal and other states' laws andthe administration and enforcement thereof.  This Chapter is not intended tocreate any rights or remedies upon which actions may be brought by privatepersons against persons who violate the provisions of this Chapter.
