(2) District CourtDistrict 9B consists of Warren County and East Henderson I, North Henderson I,North Henderson II, Middleburg, Townsville, and Williamsboro Precincts of VanceCounty.
(3) District CourtDistrict 20C consists of the remainder of Union County not in District CourtDistrict 20B.

Precinct boundaries as used inthis section for Vance County are those shown on maps on file with theLegislative Services Office on May 1, 1991, for Union County, are those shownon the Legislative Services Office's redistricting computer database on January1, 2005; and for other counties are those reported by the United States Bureauof the Census under Public Law 94‑171 for the 1990 Census in the IVTDVersion of the TIGER files.
(b1) The qualified votersof District Court District 11 shall elect all eight judges established for theDistrict in subsection (a) of this section, but only persons who reside inJohnston County may be candidates for five of the judgeships, only persons whoreside in Harnett County may be candidates for two of the judgeships, and onlypersons who reside in Lee County may be candidates for the remaining judgeship.
(b2) (For expirationdate, see note) The qualified voters of District Court District 13 shallelect all six judges established for the District in subsection (a) of thissection, but only persons who reside in Bladen County may be candidates for oneof those judgeships, only persons who reside in Columbus County may becandidates for one of those judgeships, and only persons who reside inBrunswick County may be candidates for two of those judgeships. The districtcourt judgeship established for residents of Bladen County by this subsectionshall be the judgeship currently held by Judge Phillips, who resides in BladenCounty. The district court judgeship established for residents of ColumbusCounty by this subsection shall be the judgeship currently held by Judge Jolly,who resides in Columbus County. The district court judgeships established forresidents of Brunswick County by this subsection shall be the judgeshipscurrently held by Judge Barefoot and Judge Warren, who reside in BrunswickCounty. Those judges' successors shall be elected for four‑year terms inthe 2008 general election. Candidates for the remaining judgeships in District13 may be residents of any county within the district.
(b2) (Contingentlyeffective on preclearance under the Voting Rights Act See Editor's note) Thequalified voters of District Court District 13 shall elect all six judgesestablished for the District in subsection (a) of this section, but onlypersons who reside in Bladen County may be candidates for one of thosejudgeships, only persons who reside in Columbus County may be candidates fortwo of those judgeships, and only persons who reside in Brunswick County may becandidates for three of those judgeships. These district court judgeships shallbe numbered and assigned for residency purposes as follows:
(1) Seat number one,established for residents of Brunswick County by this section, shall be theseat currently held by Judge Barefoot.
(2) Seat number two,established for residents of Brunswick County by this section, shall be theseat currently held by Judge Fairley.
(3) Seat number three,established for residents of Brunswick County by this section, shall be theseat currently held by Judge Warren.
(4) Seat number four,established for residents of Columbus County by this section, shall be the seatcurrently held by Judge Jolly.
(5) Seat number five,established for residents of Columbus County by this section, shall be the seatcurrently held by Judge Tyler.
(6) Seat number six,established for residents of Bladen County by this section, shall be the seatcurrently held by Judge Ussery.
(b3) The qualified votersof District Court District 22A shall elect all five judges established for theDistrict in subsection (a) of this section, but only persons who reside inAlexander County may be candidates for two of the judgeships, and only personswho reside in Iredell County may be candidates for three of the judgeships.
(b4) The qualified votersof District Court District 22B shall elect all six judges established for theDistrict in subsection (a) of this section, but only persons who reside inDavie County may be candidates for two of the judgeships, and only persons whoreside in Davidson County may be candidates for four of the judgeships.
(c) Each county shallhave the numbers of magistrates and additional seats of district court, as setforth in the following table:
