Nursing Scholars Program.

§ 90‑171.60.  North Carolina Nursing ScholarsCommission established; membership.

(a)        There is established the North Carolina Nursing ScholarsCommission. The Commission shall exercise its powers and duties independentlyof the Board of Governors of The University of North Carolina and the StateBoard of Community Colleges. Staff assistance to the Commission shall beprovided by the staff of the State Education Assistance Authority (SEAA) ascreated in G.S. 116‑203.

(b)        The Commission shall consist of 11 members as follows:

(1)        The chairperson of the State Board of Nursing, or hisdesignee;

(2)        The chairperson of the Board of the State EducationAssistance Authority;

(3)        Three persons appointed by the Governor;

(4)        Three persons appointed by the General Assembly on therecommendation of the President Pro Tempore of the Senate in accordance withG.S. 120‑121; and

(5)        Three persons appointed by the General Assembly on therecommendation of the Speaker of the House of Representatives in accordancewith G.S. 120‑121.

(c)        Each of the appointing entities shall seek to achieve abalanced membership representing, to the maximum extent possible, the State asa whole. Commission members shall be chosen from among individuals who havedemonstrated a commitment to nursing, health care, or education.

(d)        Of the Commission members appointed by the Governor, twoshall each serve an initial term of two years, and one shall serve an initialterm of four years. Of the Commission members appointed by the General Assemblyupon the recommendation of the Speaker of the House of Representatives, oneshall serve an initial term of two years, and two shall each serve an initialterm of four years. Of the Commission members appointed by the General Assemblyupon the recommendation of the President Pro Tempore of the Senate, one shallserve an initial term of two years, and two shall each serve an initial term offour years. Thereafter, all appointments to the Commission shall be for four‑yearterms.

(e)        In the event a vacancy occurs for any reason, the vacancyshall be filled by appointment by the entity that made the appointment, exceptthat vacancies in appointments made by the General Assembly shall be filled inaccordance with G.S. 120‑122. The new appointee shall serve for theremainder of the unexpired term.

(f)         The chairperson of the Commission shall be selectedannually by the Commission from its members.

(g)        Members of the Commission shall receive per diem andnecessary travel and subsistence expenses in accordance with Chapter 138 of theGeneral Statutes.

(h)        The Commission shall meet regularly at times and placesdeemed necessary by the chairperson. (1989, c. 594, s. 1; 1991 (Reg. Sess., 1992), c. 879, s. 6.)
